Subject: Second phase of the World Programme for Human Rights Education

The Office of the United Nations High Commissioner for Human Rights presents its compliments to all Permanent Missions to the United Nations Office in Geneva, national human rights institutions, and intergovernmental and non-governmental organizations, and has the honour to refer to Human Rights Council resolution 10/3 entitled World Programme for Human Rights Education, adopted on 25 March 2009.

At operative paragraph 2, the Human Rights Council requested the United Nations High Commissioner for Human Rights to consult with Member States, national human rights institutions and intergovernmental and non-governmental organizations on the possible focus, in terms of target sector or thematic area, of the second phase of the World Programme to begin on 1 January 2010, and to submit a report on those consultations to the Council at its twelfth session.

By way of background, it is recalled that on 21 April 2004 the Commission on Human Rights decided by resolution 2004/71 that the first phase of the World Programme would focus on the integration of human rights education into the primary and secondary school systems. The first phase was initially scheduled to end in 2007, but it was extended by the Human Rights Council until 31 December 2009 by resolution 6/24 of 28 September 2007.

In accordance with the above-mentioned Human Rights Council resolution 10/3, the Office of the High Commissioner for Human Rights is now soliciting views on the possible focus for the second phase of the World Programme to begin on 1 January 2010, and in particular:

(1) the target sector (e.g. another level of formal education, a professional group, a group of rights holders, the general public, etc.), or
(2) the thematic area (e.g. a specific right, a group of rights or a global issue of particular importance for human rights protection and promotion).

The Office of the High Commissioner would also appreciate receiving information on the reason for suggesting a specific target sector or thematic area, and the proposed length of the second phase.
