Global Charter Agenda For Human Rights in the City

The Global Charter Agenda for Human Rights in the City is a declaration (a charter) with an action plan (an agenda). When the local governments from all over the world will adopt the charter they will thus commit themselves to develop «inclusive» public politics (in contrast with «exclusive») in order to protect, respect and  implement human rights on their territories, on a local level.

The working group of the Charter Agenda for Human Rights in the City is a part of the Social Inclusion and Participative Democracy Commission of UCLG,  chaired by Elói Pietá, Mayor of Guarulhos, Brazil and co-chaired by Ricard Gomà, deputy mayor of Barcelona, Spain.

The text project of the Charter Agenda for Human Rights in the City is available online on the website of the International Permanent Secretariat Human Rights and Local Governments. The debate is opened during all the year 2009.

Everyone has been invited to contribute and participate in the forum by making simple observations, adding comments or critics. It’s a debate opened to the social movements actors, the representatives of the civil society organisations, public institutions and local authorities.

The various amendments and propositions will be analysed before being – if needed to be – incorporated into the definitive text of Charte-agenda presented for adoption during the next UCLG World Congress in Mexico City in March 2010.

You are thus invited to write your propositions and comments, as much on the text itself of the Global Charte-agenda for Human Rights in the City as the method and the conditions of the implementation of such a Charter agenda (which implementation in your own local governments, cogency, project relevancy, how to network the project…).

How to participate in the debate?

To participate in the forum, you have to register online  https://www.SPIDH.org/en/the-charter-agenda/virtual-space/index.html
on the website of the International Permanent Secretariat Human Rights and Local Governments.

Your registration will be validated by the administrator of the site. You will then receive an email confirmation reminding you of your username and password. So then at your next visit you can access the forum by filling in your username and password. You can click on the language of your choice : French, English and Spanish

The discussions are classified by themes coresponding to the chapters of the charter project such as:

  • Right to the city
  • Rights of participatory democracy
  • Right to peace and safety in the city
  • Rights of children
  • Right to basic public services
  • Right to education, culture and diversity
  • Right to housing and abode
  • Right to water, energy and food
  • Right to the environment, to public transportation and to sustainable urban development

You also have the possibility to propose other themes (for example « women rights » has already been proposed). You are also welcome to talk about the principle itself of the elaboration of the charter by clicking on «The process / the approach».
